L'ideologia è emersa alla fine della mwigGuerra Fredda con la dissoluzione dell'mwiwUnione Sovieticacite-ref-5[5] sotto la forma di due filoni distinti: il primo, nei primi mwkaanni '90, è stato sviluppato dal mwkqgiornalista turco e consigliere di mwkgpolitica estera del Presidente mwkwTurgut Özal, Cengiz Candar; il secondo è associato ad mwlaAhmet Davutoğlu e ai suoi obiettivi di politica estera per rendere la Turchia una potenza stabile e influente nei mwlqBalcani, in mwlgCaucasia e in mwlwMedio Oriente.cite-ref-6[6]

Tale termine è stato teorizzato dai greci dopo l'mwugintervento militare turco a Cipro nel 1974.cite-ref-11[11]

Il neo-ottomanesimo rappresenta un cambiamento radicale rispetto alla politica estera tradizionale turca di ideologia mwwakemalista. Il cambiamento di politica del governo di mwwqTurgut Özal può essere considerato il primo passo verso il neo-ottomanesimocite-ref-12[12], anche alla luce dell'apertura ai paesi caucasici dopo il crollo dell'Unione sovieticacite-ref-13[13].

Il termine è stato utilizzato per descrivere la mwywpolitica estera della Turchia sotto il governo del mwzaPartito per la Giustizia e lo Sviluppo, che salì al potere nel 2002 guidato dal primo ministro mwzqRecep Tayyip Erdoğan.cite-ref-14[14]
